Heading into his third season as a pro, running back Rashaad Penny will almost certainly start the season on the PUP list after suffering a gruesome ACL & meniscus tear in Week 14 of the 2019 season.
A former first round NFL Draft pick, Penny has been one of the few backs with first round draft capital who has not produced at least some sort of useful fantasy numbers two years into his professional career. Penny has been banged up and stuck behind a surprisingly effective Chris Carson on Seattle's depth chart, but there's no question that he's been a huge bust given the investment that the Seahawks put into him.
Sadly, Penny might not even be the primary backup for Carson as Carlos Hyde is now on the roster. Certainly Penny offers more upside if he does end up being fully healthy, though, so there's still some hope that he may have some fantasy value. Penny was effective when given an opportunity in 2019, as he scored a total of four touchdowns while producing over 100 total yards per game in all three games that he was given at least 10 touches.
It's hard to argue that he's not the most physically talented back on the roster, but Seattle simply has not given him the type of touches that he'd need to be a serious option in normal fantasy leagues for now.
Penny is not worth drafting in standard fantasy leagues but his value might never be lower in dynasty, so it's worth shooting an offer to the owner of Penny in your league to see if you can get him as a throw-in in a trade. It's also worth considering that Penny might find himself on another roster in 2021, or even potentially get traded in 2020 which would probably help his fantasy outlook.

| | Pete Carroll said that in all his years in Seattle, the Seahawks almost never saw two-high safeties because of their ability to run the ball, but that it happened far too often in 2020 as the Seahawks kept looking for deep passes and explosive plays.
“We needed to run the football more (down the stretch) and (have) more commitment (to it) to run them out of their fronts. The point is when you can play with two safeties off the football and deep, that means you’re playing seven-man front football … and that’s basically what’s happened,” Carroll said. “We have always run the football and made them (bring) their safeties down … You can force teams to do that. ... That’s a big emphasis in my mind of how we want to control what the game is all about.” (710 ESPN - Brandon Gustafson)
FFToday's Take: While Carroll's logic about attacking defenses using a heavy dose of two-high safeties is sound, the solution to the Seahawks' offensive struggles over the second half of the season probably isn't giving their $35 million quarterback (Russell Wilson) or the most impressive physical specimen at receiver in the game today (DK Metcalf) fewer opportunities. Chris Carson and Carlos Hyde are set to hit free agency, so the Seahawks may be giving Rashaad Penny a shot to lead the backfield if nothing gets done between now and the draft.

FFToday's Take: Projecting usage of Carson and Penny in Week 17 is tricky. With the No.3 seed locked up and unlikely scenarios of achieving the No.1 seed (both Packers and Saints lose), we may see more of Penny in this game than normal, especially in the second half.

FFToday's Take: Penny has missed the last year rehabbing an ACL injury. He's not likely to play much against Washington but will ding the fantasy values of Chris Carson and Carlos Hyde.
